svndumpfilter seems to cause corruption

Message Hi,
I want to remove all trace of a particular file from the repository.
There are 2 tagged versions of the project and the trunk version, so I
ran "svnadmin dump" then 3 iterations of "svndumpfilter exclude <path>"
- one for each path to the file.
I then ran "svnadmin load" but got this error message:
    svnadmin: File not found: transaction '1742-1ce', path
'<non-existent-tag>/file'
where "non-existent-tag" was a "tags" version that does not exist in the
repository (if does however look like a "plausable" tag name - perhaps
it was added but not committed?)
 
Also, after loading, browsing the repo shows that although the target
file was removed OK, whole unrelated directories are now missing.
 
I make sure the dump was OK, I loaded the un-filtered dump and it loaded
OK - everything was intact.
 
Does anyone know what might be going on here?
